As a public university, we are firmly committed to supporting and legally bound to permit speech that falls within the broad definition of protected expression. We believe that upholding the right to free speech is not only consistent with our commitment to remaining a diverse, welcoming and inclusive community, but is, indeed, a necessary condition for cultivating and welcoming the kind of robust debate and thriving public discourse that is essential to every institution of higher learning.
This commitment includes time, place and manner regulations and community standards to protect the rights of all UW Tacoma community members.
In the Division of Student Affairs at University of Washington Tacoma, we encourage students to consider the following aspects of engagement to foster safe and respectful expression:

Know Your Rights: Familiarize yourself with local laws and UW policies on expressive activities. Understanding these rights helps you participate responsibly.

Prepare Ahead: Bring essentials (water, ID, phone), wear comfortable attire, and consider attending with friends for added safety.

Maintain Access to Campus: Avoid blocking walkways or disrupting classes. Follow lawful instructions from university officials and maintain access to campus.

Consider Time, Place, and Manner: The when, where, and how of your message can determine how protected it is as free speech. The Washington Administrative Code provides guidance on these limitations (WAC Chapter 516-35).

Stay Alert: Be aware of your surroundings and avoid illegal activities. If a situation feels unsafe, it’s wise to step away.

Communicate Respectfully: Use calm, respectful language to express your views and avoid statements that could incite conflict.

Consider Consequences: Civil disobedience may have legal and educational implications. Understanding these risks allows you to make informed decisions.
If challenges arise, document the situation and consider reporting through university channels afterward. These practices help maintain a safe, supportive environment for everyone involved in expressive activities at UW Tacoma.

Campus Safety & Security
Demonstration/Protest Guidelines have been outlined by the University Safety and Security Office, with references to the Revised Code of Washington laws in place. Any student or organization that would like to hold a demonstration on campus should review this document to ensure they abide by campus policy and Washington State Law. Use of University Facilities
These policies refer to how students, organizations, and community members may make postings of temporary signage on campus or in the community and/or participate in activities that solicit engagement or distribute printed materials on UW Tacoma campus or in the community in public areas.
Limitations on Use of University Spaces / Time, Place, and Manner
The University of Washington Tacoma supports a thriving community for learning, research, and public service. We also strongly value free expression and open dialogue. As part of this commitment, we encourage the exchange of ideas and support your right to gather and speak out on issues that matter to you.
Time, place, and manner restrictions ensure the functioning of the campus by helping protect public health, safety and welfare, and prevent disruption of its educational, research, outreach and other core functions. When planning events such as a demonstration or a protest, consider the impact on campus, the surrounding community, and how it fits within our policies and guidelines.
Student Code of Conduct
